Description
United Nations Secretary General (UNSYG) Boutros Boutros-Ghali tells the Organization of African Unity (OAU) they are not allowed to operate peacekeeping missions. UNSYG says the OAU is only for diplomacy and politics, meaning they must find another way to provide peacekeepers to Rwanda.
