The official way the new integrated Rwandan military will function. I do not know the background information to this document or when it was created. My educated guess is that it is from 1993 and connected to the many pre-genocide attempts at peace. However, once the RPF conquered Rwanda in 1994, they quickly integrated their former enemies into the military too. Therefore I am unsure of the date and context of this document.
